Abstract
These Measures are enacted to regulate and strengthen the administration of subsidy funds of the Central Treasury for assisting the impoverished people, improve the fund use efficiency, and give support to local authorities in effectively assisting the impoverished people. The Measures consist of 18 Articles.
Subsidy funds shall be allocated by the factor method and such factors as the quantity of the impoverished people to be assisted in urban and rural areas, the degree of local financial difficulty, the degree of efforts made by local treasuries, and the performance appraisal results shall be mainly referred to. The specific factors selected for the annual allocation of funds and the weight thereof may be appropriately adjusted based on the priorities of the annual work. The priority of subsidy funds shall be given to regions with acute poverty problems, heavy tasks for guarantee, and good performance. The Central Treasury shall give appropriate subsistence for the basic living expenses of orphans and HIV-infected children in eastern, central, and western regions according to different standards. Local financial and civil affairs departments at all levels should establish and improve the supervision mechanism of subsidy funds and regularly and irregularly inspect the use and management of subsidy funds.
