This Decree-Law concerns composition, duties and competencies of port authorities and services entitled for carring out controls and procedures in the maritime sector. It consists of 97 articles establishing the fundamental principles for maritime activities: maritime departments, national vessel's classification, vessel tonnage, register requirements, flag and board documents, vessel and navigation safety, anchoring, underwater archeological founds, taxes, contraventions, vessel's activities, etc.
