It sets requirements for technical approval, seaworthiness certificates, and crew qualifications, and outlines the procedures for issuing, amending, suspending, or revoking seaworthiness certificates, as well as associated costs and recurring inspections. The regulation also covers the European Vessel Identification Number (ENI), type approvals, equivalencies, deviations, and the use of new technologies. It provides exemptions for cargo motor vessels, special transports, and recreational vessels, defines the duties of captains, owners, outfitters, or authorized representatives, and regulates administrative offenses.
