Abstract
The Ordinance is a federal implementing regulation that sets out the detailed rules for the production, certification, quality control, labeling, marketing, and import/export of seeds and planting material in Germany. Its purpose is to ensure that seeds placed on the market are high-quality, traceable, and true to variety, while protecting farmers, consumers, and plant health. The ordinance regulates issues such as seed categories (e.g. basic seed, certified seed), purity and germination standards, official inspections, labeling requirements, and procedures for approval and supervision. The Saatgutverordnung implements and complements Germany’s Seed Marketing Act (Saatgutverkehrsgesetz) and aligns national seed rules with EU seed marketing legislation, making it a core instrument for agricultural quality assurance and biodiversity protection.
