Order No. 681 on materials in contact with food and penalties for the violation of related EU legislation.

This Order applies to materials and articles intended to come into contact with food under Regulation (EC) No. 1935/2004. Commercial manufacturing of such materials shall need to be inspected for compliance with EU directives. The Order ensures that authorized substances among the packaging material (ceramic, plastic, glass etc.) must adhere to EU directives - in order to avoid poisoning from hazardous substances.
This Order consists of six Chapters and six Appendices: 1.Scope and definitions; 2. Marketing, use and withdrawal; 3. Special conditions of manufacture, use and test, etc. for certain food contact materials; 4. Special documentation and declaration requirements; 5. Migration test; 6. Penalties and entry into force.
Appendix 1 - List of additives that act solely as surface biocides and intended to remain in the finished article (article 9).
Appendix 2 - Criteria used in determining vinyl chloride in food contact materials and in determining vinyl chloride released by food contact materials (article 10).
Appendix 3 - List of substances which may be used in the manufacturing of regenerated cellulose (article11).
