Abstract
This Act lays down requirements for the design, building and management of land improvement systems, and regulates the foundation and operation of land improvement associations, as well as regulatory enforcement, administrative oversight and liability. Land improvement is defined as drainage or irrigation of land and the two-way regulation of the water regime of soils, including soil improvement and agricultural engineering work carried out to increase the cultivation value of agricultural or forestry land or to protect the environment.
The Act defines land improvement systems, including drainage systems and irrigation systems, and establishes requirements for their design and construction, including design specifications, building permits and use permits. It sets out procedures for applications, documentation and approval, and determines conditions for issuing, refusing and revoking permits, as well as obligations of owners.
The Act further regulates the management, maintenance and renewal of land improvement systems, including requirements for their functioning and rules on water flow within systems. It also provides for land improvement associations, registers of systems, monitoring, and enforcement measures and liability for violations.

The Act enters into force on 1 January 2019. The consolidated version of the Act enters into force on 1 January 2026.
