Abstract
Council Regulation 3528/86/EEC of 17 November 1986 has provided for the institution of a scheme intended for the protection of Community’s forests against pollution. On such basis, this Regulation provides for the establishment of permanent observation plots in order to conduct continuous and intensive surveillance of forestry ecosystems. Surveillance shall comprise the continuous inventory of the crown condition, the inventory of soil and foliar condition as well as measurements on increment changes, deposition of rates and meteorology. The following Annexes are attached: (I) Common methods for the establishment of a network of permanent observation plots for intensive continuous monitoring; (II) Applications for aid from the Community in respect of the measures to be carried out pursuant to article 2 of Regulation (EEC) No. 3528/86 and its amendments; (III) Common methods for the inventory of the crown condition on the permanent observation plots; (IV) Common methods for the soil inventory on the permanent observation plots; (V) Common methods for the foliage inventory on the permanent observation plots; (VI) Common methods for increment change measurements on the permanent observation plots; (VII) Common guidelines for the reporting of the results of the surveillance on the permanent observation plots and their interpretation; (VIIa) Submission of data per permanent plot in a digital format; (VIIb) Details for the submission of background information and interpretation of the permanent plots.
