Abstract
This Regulation has been adopted to lay down detailed rules for the implementation of Regulation 1257/1999/EC on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF), which established a single legal framework in matter of EAGGF support for rural development. The rules hereby laid down shall be applied by following the principles of subsidiarity and proportionality and should therefore be restricted to what is strictly necessary for the attainment of rural development objectives. The Regulation is structured as follows: Chapter I, Rural Development Measures; Chapter II, General Rules and Administrative and Financial Provisions; Chapter III, Final Provisions. Three Annexes are attached.
Chapter I of this Regulation contains the measures to be applied in the implementation of Title II of Regulation 1257/1999/EC as regards rural development. It concerns in particular: investment in agricultural holdings (Section 1); setting up of young farmers (Section 2); training (Section 3); early retirement from farming (Section 4); less-favoured areas and areas with environmental restrictions (Section 5); agri-environment (Section 6); improving the processing and marketing of agricultural products (Section 7); forestry (Section 8). Annex II of the Regulation contains a fully detailed specimen of the rural development plans to be drawn up by the competent authorities of the Member States.
