Abstract
The Land Conservation Board established under the Land Conservation and Improvement Act is implicitly declared to be "Controlling Authority" for the purposes of this Act. The Authority may declare drainage areas with the prior consent of the Minister (sect. 3). "As soon as may be" after a drainage area has been declared, the Minister shall appoint a Drainage Board for that area (sect. 4). Not less that 2 members shall be landowners of the area. The Board shall be responsible for the maintenance and improvement of the drainage of all land within the drainage area and carry out drainage works and issue Orders concerning drainage works (sect. 8). Powers of a Board are outlined in section 9. For each area there shall be established a Drainage Fund (sect. 10) for which drainage rates may be levied (sect. 11). The Board may, either by agreement with consent of Authority or compulsorily with consent of the Authority and authorized by the Minister, acquire land in drainage areas (sects. 17 and 18). The Board may issue Order with respect to private drainage (sect. 20). (22 sections completed by a Schedule)
