Abstract
This Law regulates legal relations between public authorities and natural and legal persons engaged in the management and handling of radioactive waste or in activities resulting in the generation of radioactive waste. It establishes safety and security requirements for radioactive waste management and sets out the objectives and principles governing activities related to radioactive waste, including safety, environmental protection, transparency, prevention of incidents and the polluter pays principle.
The Law defines the principal terms relating to radioactive waste management and establishes the competencies of the Government of Georgia, the Ministry of Environmental Protection and Agriculture, the Ministry of Internal Affairs, the Agency of Nuclear and Radiation Safety, and the competent radioactive waste management department. It provides for the adoption of a national radioactive waste management strategy and an implementation action plan and regulates the selection of locations and protection zones for radioactive waste management and disposal facilities.
The Law establishes requirements relating to the disposal, storage, transportation and handling of radioactive waste, specifies obligations of radioactive waste owners and other persons generating radioactive waste, and provides for access to information and participation in public hearings concerning radioactive waste facilities. It also contains provisions regarding the import, export, transit and re-export of radioactive waste, liability for non-compliance with legal requirements, and the adoption of implementing technical regulations.
