Law no. 5215 of 2025. Framework for the promotion of biomethane production, rules for the organisation of the hydrogen production market and geographically limited hydrogen networks. Partial integration of Directive (EU) 2024/1788 and other provisions for the protection of the environment.

This Law, divided into four parts and 66 articles, concerns the promotion of biomethane production, rules for the organisation of the hydrogen production market and geographically limited hydrogen networks and general provisions for the protection of the environment. Part A focuses on the establishment of a comprehensive and coherent framework for the promotion of biomethane production and the strengthening of its participation in the country's energy production, through the regulation of the licensing procedure for biomethane production units, and the provision of incentives for the upgrade of existing biogas units to biomethane units. This Part covers the following matters: definition of relevant terms; biomethane production and certification; verification of compliance with sustainability and greenhouse gas emission reduction criteria for biomethane; licensing process for biomethane units; construction and operation of a biomethane Control and Measurement Unit; operating license for biomethane units; sanctions for misconduct; disposal of the produced biomethane; incentives for biomethane production.
Part B provides for the incorporation of the European Directive (EU) 2024/1788 of the European Parliament and of the Council of 13 June 2024 concerning common rules for the internal markets in renewable gases, natural gas and hydrogen. This Part aims at: issuing the licensing of renewable hydrogen and low-carbon hydrogen production; ensuring support for renewable hydrogen production units; strengthening supervision of the relevant market, and the development, licensing, operation and management of Geographically Limited Hydrogen Networks. Part C of the Law focuses on: provisions for the protection of the environment and the protection of forests and amendment of relating Laws. This Part concerns the following matters: arrangements for the execution of projects and works for the implementation of the Recovery and Resilience Fund project; establishment and composition of committees for forests protection; renewal of employment contracts of personnel hired to address the emergency needs that arose after forest fires; measures to address water scarcity; installation of photovoltaic systems and energy storage systems in common areas of buildings; implementation of a programme for reducing the energy costs of vulnerable households, local government organisations, municipal water supply and sewerage enterprises.
