Abstract
This Law regulates the exploration and exploitation of hydrocarbons (also natgural gas, oil, coal), exploration and exploitation of geothermal waters from which accumulated heat can be used for energy purposes, natural gas storage and permanent disposal of carbon dioxide, whereby hydrocarbons, geothermal waters or geological structures for storage and permanent disposal, if located in the country or in underground internal waters or territorial sea of the Republic of Croatia or in the underground of the continental shelf of the Adriatic Sea to the line of demarcation with neighboring countries where the Republic of Croatia, in accordance with international laws, exercises proper jurisdiction and related sovereign rights. Hydrocarbon management shall be carried out in accordance with the Framework Plan and Program for Exploration and Exploitation of Hydrocarbons on Land and the Framework Plan and Program for Exploration and Exploitation of Hydrocarbons in the Adriatic.
The text is divided into five main Parts, as follows: One-Introductory provisions; Two-Material and procedural provisions; Three-Supervision; Four-Misdemeanor provisions; Five-Transitional and final provisions.
This Law contains provisions that are in line with the following acts of the European Union: Directive 94/22/EC of the European Parliament and of the Council on the conditions for granting and using authorizations for the prospection, exploration and production of hydrocarbons; Directive 2013/30/EU of the European Parliament and of the Council on safety of offshore oil and gas operations and amending Directive 2004/35/EC; and Directive 2009/31/EC of the European Parliament and of the Council on the geological storage of carbon dioxide.
The Annex is part of this publication Annex I-Template of the contract on exploration and division of hydrocarbon exploitation; Annex II-Costs of exploration and exploitation of hydrocarbons which are subject to reimbursement in case of division of quantities of extracted hydrocarbons).
