Law on official controls and other official activities carried out in accordance with regulations on food, animal feed, animal health and welfare, plant health and plant protection products.

This Law, as for the purpose of official controls and other official activities carried out in accordance with regulations on food, animal feed, animal health and welfare, plant health and plant protection products, here determines the competent bodies and their tasks related to the organization, implementation and coordination of official controls and other official activities, financing of official controls, methods of administrative assistance and cooperation, communication and reporting, border control stations, checkpoints, other border crossings and customs points for import, further transport of consignments, fees and charges for official controls, arrangement of the system of official and reference laboratories, establishment of a computer information system for management of information and data related to official controls and misdemeanor provisions. This Law further ensures the implementation of several European Union relevant documents as listed in article 2.
The text is divided into fourteen main Chapters and a total of 91 articles. Titles of Chapters are as follows: I. General provisions; II. Jurisdiction; III. Official controls; IV. Special rules; V. Entrustment of certain tasks; VI. Sampling, analysis, testing and diagnosis; VII. Official controls of animals and goods entering the Union; VIII. Financing of official controls and other official activities; IX. Issuance of certificates and official certificates; X. Administrative assistance and cooperation; XI. Planning and reporting; XII. Registers of registered and approved facilities; XIII. Misdemeanor provisions; XIV. Transitional and final provisions.
These provisions shall apply to official controls aimed at verifying the effective compliance with established rules for the purpose of applying legislation in the following areas: a) food and food safety, food integrity and safety at every stage of food production, processing and distribution, including rules aimed at ensuring fair trade practices and protecting consumer interests and consumer information, and the production and use of incoming materials and articles in contact with food; b) the deliberate release into the environment of genetically modified organisms (GMOs) for the purpose of food and feed production; c) feed and feed safety at every stage of the production, processing and distribution of feed and the use of feed, including rules aimed at ensuring fair trade practices and protecting the health and interests of consumers and consumer information; d) animal health requirements; e) the prevention of risks to human and animal health arising from animal by-products and derived products and their minimization; f) animal welfare requirements; g) protective measures against organisms harmful to plants; h) requirements for the placing on the market and use of plant protection products and the sustainable use of pesticides, with the exception of pesticide application equipment; i) organic production and labeling of organic products; j) the use and protection of protected designations of origin, protected geographical indications and guaranteed traditional specialties; k) use of labels from the national quality system and optional quality terms.
