Abstract
This Regulation prescribes the types of forage crops whose seeds can be certified and the certification requirements; conditions for the production of fodder plant seeds; conditions and procedure for supervision and control under official supervision; program training and the conditions under which the supplier is allowed to carry out the surveillance; conditions to be met by suppliers of agricultural seeds; methods and time of application for monitoring, report form, the form of Certificate of recognition of seed crops, content and manner of keeping records of issued forms; minimum requirements on the quality of seeds, seed lot size for individual species of plants and their mixtures; supervision of samplers; supervision of laboratories; application form for certification of seeds; documents, content, form and manner of keeping records of issued certificates of semen, the methods and subsequent implementation of control for certain types of forage crops; the methods for packaging, sealing and labelling; small size packaging standards; conditions on the marketing of seeds that were treated with chemicals or pesticides; organic farming requirements; import and export documents.
The Annexes I-V are an integral part of this Regulation.

Entry into force notes
This Regulation enters into force on 1 January 2008.
Notes
On the effective date of this Regulation, the provisions of the Regulation on the technical inspection of seed crops of agricultural plants (Official Gazette 4/05) and the provisions of the Regulation on quality, methods for testing, packaging and labelling of seeds of agricultural plants (Official Gazette 4/05, 49/05, 94/05, 13/06 and 73/06) will be no longer in force.
