Regulation on monitoring, reporting and verification reports on greenhouse gas emissions from installations and aircrafts for the period starting on 1 January 2013.

This Regulation regulates the methods of delivery and verification of reports and data on activity for the free allocation of greenhouse gas emission units (permanent/stationary installations and aircrafts), including the way of fulfilling the tasks of the competent authorities for the implementation of Commission Decision 2011/278/EC of 27 April 2011 laying down the transitional regulations at EU level in order to harmonize the free allocation of emission allowances under the terms of article 10a of the Directive 2003/87/EC of the European Parliament and of the Council (as last amended by the Commission decision 2014/9/EC of 18 December 2013, amending decision 2010/2/EC and 2011/278/EU in relation to the sectors and sub-sectors that are considered to be exposed to a significant risk of carbon leakage.
This text transposes and respects the provisions contained in the following documents: Commission Regulation (EU) no. 600/2012 of 21 June 2012 on the verification of reports on greenhouse gas emissions and tonne-kilometer reports and the accreditation of verifiers pursuant to the Directive 2003/87/EC of the European Parliament and of the Council; Commission Regulation (EU) no. 601/2012 of 21 June 2012 on monitoring and reporting over the greenhouse gas emissions in accordance with the Directive 2003/87/EC of the European Parliament and of the Council; Commission Regulation (EU) no. 743/2014 of 9 July 2014 on the replacement of Annex VII; Regulation (EU) no. 601/2012 regarding the minimum frequency analysis.
