Abstract
This Government Regulation, in order to implement provisions of articles 12 paragraph (5), 14 paragraph (5), 15, 15A, 16, 17, 18 paragraph (4), and 19 paragraph (4) of the Law no. 31 of 2004 on fisheries in its last amended version, provides a comprehensive regulatory framework for the sustainable development and management of fish farming and therefore focuses on: management of water use and use of land for fish farming; construction of adequate infrastructure for fish farming; utilisation of fish resources; quality control of fish farming; protection of fish health and of the environment. According to the terms defined in this Regulation, water includes: surface waters, groundwater, rainwater and sea water used for fish farming. Matters covered by this Regulation concern: water and land use procedures for fish farming, including: preparation of land and water use plans for fish farming; attention to the environmental conditions; respect of water quality standards and food safety criteria in fish farming.
The Regulation also concerns: water use efficiency; increasing quality of fish feed; control of fish diseases; respect and protection of animal welfare, with the creation of adequate commodities to meet fish needs; management of coastal areas for aquaculture management; community participation in land and water use management for fish farming; conservation and utilisation of fish genetic resources for increasing fish reproduction and breeding; import of brood stock; governmental control on the trade of new fish species; requirements concerning storage, distribution and supply of fish medicines; classification of medicines according to the type of preparation and their active substances; requirements for use of fish medicines; criteria for use of organic and inorganic fertilisers in fish farming and compliance with food safety standards; measures for transport of live fish and frozen fish; fish farming infrastructure and respect of standards concerning fish health, food safety, biosecurity, environmental protection; quality control and inspection of fish farming activities.
Additional topics addressed by this Regulation include: handling of fish diseases and the environmental protection, through: surveillance and monitoring, hazard identification and risk analysis, emergency response; residues control; control of fish farming environment, through: water quality monitoring, waste management, prevention of pollution sources, restriction of activities that may damage fish resources and the environment, implementation of measures to increase fish welfare.
