Abstract
This Ministerial Regulation establishes the national operational framework for the empowerment of Micro, Small, and Medium Enterprises (MSMEs) within the marine and fisheries sector. The primary objective of this instrument is to systematically upgrade the capacity, managerial skills, and technical proficiency of small-scale stakeholders, thereby enabling them to scale up their business operations and enhance sustainable economic performance. This structural empowerment covers three core pillars of the blue economy: marine spatial management, capture fisheries and aquaculture, and the processing and marketing of fishery products.
The regulation explicitly defines the specific target groups eligible for institutional support, which include salt farmers, marine tourism service providers, capture fisheries fishermen, aquaculture farmers, and processors or marketers of marine commodities. Sectoral empowerment measures are coordinated across ministerial directorates and implemented through strategic roadmaps, facilitation of access to both subsidized program credit and commercial financing, technical training in basic accounting, distribution of operational infrastructure assistance, and simplified business registration processes to legalize traditional cooperative business groups.
Furthermore, the text includes highly detailed technical annexes that outline the scoring metrics and weighted criteria used to evaluate whether an enterprise qualifies as upgraded (naik kelas). Operational variables subject to evaluation include raw material supply management, utilization of innovative processing technologies, integration into local, national, or export market distribution channels, maintenance of basic financial reporting, credit repayment performance, and human resource capacity based on the number of active laborers. Monitoring and periodic evaluation of the empowerment programs are delegated to the respective Directors General according to their sectoral jurisdictions.
