Abstract
This Ministerial Regulation, implementing provisions of the Law no. 39 of 2008 concerning State Ministries, amended by the Law no. 61 of 2024, and the Presidential Regulation no. 193 of 2024, establishes a framework for the organisation and the working procedures of the Ministry of Maritime Affairs and Fisheries, in order to create an effective and efficient organisational structure to enhance the performance of the Ministry, ensure sustainable development and effective management of Indonesia’s marine resources, and improve competitiveness of the fisheries sector. The Regulation defines position, duties and functions of the Ministry of Maritime Affairs and Fisheries, as the government body responsible for handling maritime and fisheries affairs. The Regulation specifies the following functions of the Ministry: policy formulation and implementation in marine spatial planning, environmental protection, fisheries management; supervision, and administrative support for all organisational units; improving fisheries training and education and human resources development; ensuring quality control and safety standards for marine and fisheries products.
The Regulation also provides for describing the structure of the Ministry, divided into directorates and administrative units. The General Secretariat is responsible for coordinating administrative tasks within the Ministry, and for implementing strategic planning, budgeting, and organisational performance evaluation, and for providing legal affairs and advocacy. The Directorate General of Marine Spatial Planning is responsible for marine spatial planning, resource utilisation, and environmental protection, and focuses on: development of policies and programmes for marine zoning and conservation areas; ensuring sustainable utilisation of marine resources; strengthening marine development projects and ensuring regulatory compliance; coordinating land-sea integration strategies for sustainable marine development; protecting coastal and small island management. The Directorate General of Marine Resource Management provides for: coastal and marine ecosystem conservation; protection and restoration of marine biodiversity; management of fisheries and marine protected areas; implementation of adaptation and mitigation strategies for preventing marine disasters.
Further units and directorates focus on the following activities and tasks: regulating commercial and small-scale fisheries; monitoring fish stock levels, and ensuring compliance with sustainable fishing practices; management of fish farming and breeding programs; enhancement pf aquaculture productivity; promotion of eco-friendly fish farming techniques; improving trade regulations, and global market competitiveness; enforcement of marine law, monitoring and preventing illegal fishing activities, including illegal, unreported and unregulated fishing.
