Decree Law No. 76 of 2020 concerning urgent measures for digital simplification and innovation.

The Decree Law is organised in IV Titles, 65 Articles and 2 Annexes (A and B). The Decree, to cope with the economic impact due to the epidemiological emergency from Covid-19, introduces measures to support the development of digital administration, and simplify procedures in the public administration responsibility field, and environmental, business/industry and green economy sectors.
Title IV is divided into enterprises and public investments (Heading I), environment (Heading II) and Green Economy (Heading 3). Under Heading I the measures include facilitations to withdraw the registration of an enterprise from companies and/or cooperative bodies registers (Art. 40); electronic food vouchers (Art. 40bis) simplification for agricultural public aid, monitoring and communication (Art. 43), simplifications to access food related information (Art. 43 bis), measures to favour youth employment in agriculture. Heading II entails several amendments to the discipline concerning the Environmental Impact Assessment (Art. 50 and 51), remediation sites (Art. 52), National Interest sites (Art. 53), hydrological instability (Art. 54) and environmental economic zones (Art. 55). Heading 3 concerns simplification measures to support renewable energy plants and projects (Art. 56), renewable energy data transfer among European countries (Art. 58), authorizations and update of energy infrastructure (Artt. 60-62), to adopt an additional Program concerning forest, mountain, water catchment and water infrastructure conservation and management initiatives (Art. 63) and simplifications in the green new deal guarantee sector (Art. 64).
