Abstract
These Rules, made under section 3 of the Petroleum Act, regulate the licensing of petroleum activities, i.e. the transport, storage, transport by sea, importation, loading and unloading of petroleum. Every administrative officer in charge of a district shall be a Licensing Authority for the purposes of these Rules. Any person aggrieved by any order or decision of a Licensing Authority made under the provisions of these Rules may appeal to the Minister whose decision shall be final. The Rules also concern safety and environmental protection requirements in particular in relation to storage of petroleum. No petroleum shall be allowed to escape into any drain, sewer, harbour, river or watercourse.
