Abstract
This Law consists of 5 Chapters that contain 26 articles. Chapter 1 lays down the general provisions. Chapter 2 lists the types of activity that are subject to obligatory licensing. Chapter 3 determines licensing for export and import of commodities (produce service). Chapter 4establishes the modalities of issuing licences. Chapter 5 establishes liability for the infringement of the legislation currently in force on licensing. The types of activity for which licensing is obligatory include land survey, mapping and cartographic practices ; production of ethyl alcohol and spirituous liquors, storage and trade of ethyl alcohol, storage, wholesale and retail sale of spirits (except for beer) ; formal acceptance, storage and processing of grain and the by-products of its processing at grain-elevators. The types of licences are classified in three categories : 1) In accordance with the legal status of the holder (physical and juridical persons of the Republic of Kazakhstan/foreign physical and juridical persons, stateless persons and international organizations) ; 2) In accordance with the amount (general licence that is issued for the unlimited period of time and which may cover more than one type of activity on condition that they are part of the same technological complex/ licences valid only for one (single) operation within the established limits of amount, weight and quantity) ; 3) In accordance with the sphere of application (territorial licences valid only for a part of the territory of Kazakhstan/ valid for the whole territory of Kazakhstan/ valid outside Kazakhstan).
