Abstract
This Regulation of the Forestry Development Authority (FDA) requires the Authority to assess and collect forest fees in a transparent manner. Fees fall into three categories: establish stumpage fees, land rental fees, and Forest Product fees. Upon approval by the FDA Board, the list estimated FOB Market Prices becomes the standard for calculation of stumpage fees and establishes the minimum price guidelines for the assessment of forest product fees under this Regulation. In assigning estimated prices, the Authority shall apply timber grades in use under the Authority’s chain of custody system. Any person felling a tree shall pay to the Government a log stumpage fee, based on the merchantable volume harvested. The Authority shall charge specified fees related to Forest Management Contracts and Timber Sale Contracts. The Regulation also provides that no person shall export Forest Products from Liberia without a timber export license and imposes a timber export license fee. other fees provided for by this Regulation are a wood product export fees and sawmill permit fees. If fees are not paid, a trader may be barred from trading in forest products.
