Abstract
This Order, in Annex 1, the national list of approved active substances for use in plant protection products and, in Annex 2, the list of active substances considered candidates for substitution. It also deals with classification, labelling and packaging of substances and mixtures, and links to national implementation of uniform principles for evaluation of plant protection products. Annex 1 contains a detailed tabular listing of numerous active substances (insecticides, fungicides, herbicides, acaricides, nematicides, plant growth regulators, repellents and microbiological agents), indicating for each the common name, identification numbers (CAS, CIPAC), IUPAC name, minimum purity, dates of approval and expiry, and specific conditions of use. These conditions include restrictions on authorized uses (e.g. only as herbicide or fungicide), maximum application rates and frequencies, protection measures for operators and workers (including mandatory personal protective equipment), and risk mitigation measures for groundwater, surface water, aquatic organisms, birds, mammals, bees, non target arthropods, soil organisms and non target plants. For many substances, the Order requires consideration of EU review reports and their Annexes I and II, and mandates additional confirmatory studies on metabolites, environmental fate, ecotoxicology or endocrine disrupting properties upon request of the European Commission. The Order also specifies impurity limits of toxicological relevance in technical materials and, for microbiological agents, limits for secondary metabolites such as beauvericin. Annex 2 reproduces the EU list of active substances considered candidates for substitution, identifying those substances among the approved ones that meet the criteria, but also fulfil additional conditions for substitution. The Order clarifies that active substances in Sections 1 and 2 of Annex 1 that meet these criteria and additional conditions are those listed in Annex 2.
