This Regulation prescribes the necessary conditions, correct manner and safe procedure for the mandatory implementation and enforcement of prohibitions on the use of certain by-products in animal nutrition (animal feed safety), and further defines the special requirements to be met by by-products in animal nutrition import and export.
This Regulation adopts the principles contained in Council Directives related to the subject here defined.
