Abstract
These Regulations, made by the Minister under section 61 of the Public Procurement Act 2006, provides for: ensuring the effective and timely solicitation of viewpoints of interested parties in the development of procurement Policies; implementing programmes aimed at assisting public bodies as well as bidders in conducting and participating in public procurement proceedings. Matters covered by these Regulations include: bid evaluation procedures for major contracts; open international bidding; competitive negotiations; emergency procurement; special circumstances for negotiation; procurement planning; procedural operations concerning the various phases of bidding; reserved contracts for specific types of goods and other services; inspection and acceptance of goods; remedies for breach of contract.
