Animal Health Act, 2011 (No. 1 of 2011).

This Act, for purposes of diseases prevention and control, places restrictions on importation and exportation of animals, animal products and restricted material. It also provides for animal movement control and traceability. "Animal" includes any mammal, bird, fish, shellfish or reptile. “Animal product” includes the carcass or part of the carcass of an animal, meat, eggs, dairy products, the sperm, ova or embryo of an animal and honey.
The Chief Veterinary Officer is responsible for the administration of this Act and exercises the powers and performs the duties conferred or imposed on him or her by or under this Act subject to the control and directions of the Minister. The Act sets out duties of an owner of an animal who knows or has reason to suspect that the animal is infected with a disease and provides with respect to treatment or disposal of infected animal, animal product or restricted material. A veterinary official may declare infected places, whereas the Minister may declare quarantine areas, protected areas or disease control areas. Any person who holds, keeps or handles any prescribed animal on any place which under Regulations is required to be registered as a registered establishment must apply to the Chief Veterinary Officer for the registration of that place as a registered establishment. A person may not remove any prescribed animal from a registered establishment to any other place within Namibia without a permit.
