Abstract
This Act is composed of 15 articles. Article 1 specifies that the aim of this Act is to regulate production, import and circulation of pesticides in Countries of the GCC. Article 2 gives terms and definitions. Article 3 entrusts the Competent Authority to register all the procedures related to import, export, usage and handling of pesticides. Article 4 imposes the obtainment of licences for the production, importation, exportation and circulation of pesticides from the Competent Authority. Article 5 charges the Minister of Agriculture to issue necessary resolutions to: define prohibited pesticides; define procedures, requirements and conditions for the registration, processing, preparation, importation, exportation, use and circulation of pesticides; procedures for the sampling and the analysis of pesticides; conditions and procedures for the use of pesticides with the specification of the percentage of residues allowed in agricultural products; and, define requirements and procedures for pesticides destruction. Article 6 entrusts the Competent Authority to define pesticide fees. Articles 7 deals with importing restricted pesticides for academic research purposes. Articles 8 and 9 pertain to inspection and control on pesticides. Article 10 and 11 contain offences and penalties.
