Abstract
This Regulation establishes a European Maritime Safety Agency for the purpose of guaranteeing a high, uniform and effective level of maritime safety and prevention of pollution by ships within the Community. The Regulation is divided into the following Chapters: (I) Objectives and tasks; (II) Internal structure and functioning; (III) Financial Requirements; (IV) Final provisions. The Agency shall perform the tasks referred to in article 2, which cover in particular: (a) updating and development of Community legislation in the field of maritime safety and prevention of pollution by ships; (b) monitoring of the functioning of the Community port State control regime; (c) providing the European Commission with technical assistance. Furthermore, the Agency shall carry out visits to the Member States and subsequently draw up reports to be sent to the Member States concerned (art. 3).

The Regulation came into force on 25 August 2002.
Notes
The Agency shall be operational within twelve months of the entry into force of this Regulation.
