Abstract
This Act makes new and better provision for the production and distribution to private consumers and other users of drinking water through the piping system.
The Act takes into account provisions of Council Directive 98/83/EC on the quality of water intended for human consumption and amends some other Acts.
Certain uses of water may, by General Order in Council, be exempted from the requirements as laid down by this Act. The Act defines a general duty of the competent authorities to ensure a durable safety of the public system of supply of potable water.
Taking into account certain exemptions, drinking water may only be supplied by drinking water companies appointed as such by the Minister. The Minister allocates to each water company a distribution area in which the appointed company has the exclusive right and duty to supply potable water. The Act defines the duties of such companies and provides rules for their operations. These duties concern quality of water, quality and certainty of water supply services, planning and reporting.
The Act furthermore provides with respect of monitoring, supervision and control by competent authorities and measures that may be taken to protect public health.
