Abstract
This Decree implements in the Netherlands rules of Directive 2003/87/EC of the European Parliament and of the Council establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Council Directive 96/61/EC. This Decree indicates categories of activities that fall within the system of a trading scheme for greenhouse gas emission allowance and lays down requirements for an emission licence.
