Abstract
This Regulation makes amendments to the existing Regulation No. 448 with regard to the distribution of regional and central responsibilities when power outages occur. System operators shall notify the Resources and Energy Directorate prior to informing participants in the electricity market of defined electric spot areas in a reasonable time prior to their use. Energy suppliers shall ensure that a report is written. If the administrators believe the reported maximum transmission limits are set too low, it shall be notified to NVE (Norwegian Water Resources and Energy Directorate) for approval.

Entry into force notes
Entry into force on 1 January 2013. Exception is made to article 28 (section 8) with regard to Administration Act and the Freedom of Information Act applicable in cases when administrators take individual decisions, which will enter into force on 1 January 2014.
