Abstract
This Regulation shall provide guidelines for an efficient energy market and an adequate supply in the power system. It ensures that the system responsibility is exercised in a socially efficient manner, including taking account of public and private interests affected, and applies to the administrator and network operators, production or organized markets, as well as end users. Regional licensing in regional and national grid shall prepare an overview of installations of maximum transfer limits. The summary shall be presented to the system responsible entity for decision. Licensed entities shall notify about plans for new construction or modification of own facilities connected to the regional and national grid,and when this would affect other licensees. New construction or alterations cannot be commissioned without approval. Licensed energy providers shall prepare long-term plans for the effective implementation of outages in their plants in the regional and the national grid, and associated production facilities. The plans for outages that can affect other licensees shall be notified in a reasonable time before the scheduled shutdown. No one can initiate shutdown without approval from the administrator.
