Abstract
This Act is composed of the following Sections: General provisions (sec. 1); Organs of the Inspectorate of Environmental Protection (sec. 2); Control tasks of the Inspectorate of Environmental Protection (sec. 3); National monitoring of the environment (sec. 4); Executing tasks concerning harms of the environment (sec. 4a); Laboratories (sec. 4b); Information system of the Inspectorate of Environmental Protection (sec. 4c); Executing tasks concerning serious breakdowns (sec. 5); Criminal provisions (sec. 5a); Changes in valid provisions, transitional and final provisions (sec. 6). The Main Inspector of Environmental Protection is a central organ of governmental administration, responsible for obeying provisions concerning environmental protection and examining the state of the environment. The tasks of the Inspectorate of Environmental Protection are: (1) control of the use of environment in accordance with the Environment Protection Act; (1a) control of obeying provisions of the Act on keeping cleanness in communes; (2) national monitoring of the environment; (3) making decisions on activities violating the requirements of environmental protection or violating the conditions of using the environment; (4) prevention of major accidents and supervision of the removal of their consequences; (5) tasks associated with data collection for the Register of European Pollutant Release and Transfer; (6 ) tasks specified in the Act on providing information on the environment and environmental protection, public participation in environmental protection and on environmental impact assessment: (7) participation in projects hich may have significant or potentially significant effects on the environment; (8) tasks concerning prevention of environmental damage; (9) tasks specified in the regulations of the international movement of waste; (10 ) tasks specified in the Mining Wastes Act; (11) control of products placed on the market which are the subject to conformity assessment in meeting principal or other environmental requirements; (12) tasks specified in the Commission Regulation (EC) No. 552/2009 amending Regulation (EC) No. 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards Annex XVII; (13) control as specified in art. 63 par. 1 of the Act on trading greenhouse gas emission privileges; (14) measurements of emissions and the level of substances or energy in the environment; (15) referential and comparative studies; (16) interlaboratory comparisons; (17) cooperation in the field of environmental protection with other supervisory authorities; (18) other tasks specified in separate regulations.
