Abstract
The Act is composed of the following Sections: General provisions (sect. 1); Tasks of communes (sect. 2); Obligations of municipal waste producers (sect. 2a); Duties of properties owners (sect. 3); Management of urban waste by communes (sect. 3a); Conditions of granting permissions for service providing (sect. 4); Conditions of running business of collecting and management of urban waste (sec. 4a); Reporting (sect. 4b); Supervisions (sect. 4c); Penalties (sect. 4d); Criminal provisions (sect. 5); Changes in valid provisions and final provisions (sect. 6). Keeping cleanliness and cleanness in a commune is a mandatory task of each commune. In particular, communes: create conditions for activities concerning keeping cleanliness and cleanness on the territory of the commune; assure building and exploitation of equipment for recycling or neutralizing urban waste, equipment for collecting and transport of animal carcases or their parts, and public toilets; prevent pollution of streets, squares and open areas; establish requirements for pet animals concerning cleanness of public places; organize selective collection, segregation and storage of urban waste; and mark areas afflicted with an infectious disease of animals.
