Decision No. 8/II of the Board of the Ministry for Civil Defense, Emergencies and Elimination of the Consequences validating the updated version of the Concept of radiation, chemical and biological protection of the population.

The updated version of the Concept of radiation, chemical and biological protection of the population provides for the implementation of a set of measures for the development of radioactive, chemical and biological protection of the population, including updating the existing regulatory framework, improving the activities of management bodies and forces for radioactive, chemical and biological protection of the population, modernizing the technical and instrumentation base forces of a unified state system for preventing and eliminating emergency situations, organizing comprehensive monitoring of the radiochemical and biological situation, increasing the preparedness of the population in the field of radiochemical and biological protection.
As part of the implementation of the updated version of the Concept until 2025, it is planned to carry out: (a) improvement of regulatory legal acts in this area, including the development (clarification) of mandatory requirements for products related to radioactive, chemical and biological protection equipment; (b) carrying out research and development work on the development and creation of modern, competitive technologies and means radioactive, chemical and biological protection of the population; (c) development and implementation of promising approaches to providing the population with modern means of individual and collective protection; (d) development of a network of surveillance and laboratory control of civil defense and population protection; and (e) improving the system of preparing the population for actions in conditions of a risk and the occurrence of an emergency situation of a radioactive, chemical and biological nature.
This Concept represents a system of views on activities to ensure national security within the framework of improving radiation, chemical and biological protection of the population in peacetime and war for the period until 2025 and beyond.
The Concept is the basis for constructive interaction in the field of radiation, chemical and biological protection of the population of authorized federal executive authorities, state authorities of the constituent entities of the Russian Federation, local governments and organizations, civil society institutions, as well as citizens of the Russian Federation.
Radiation, chemical and biological protection of the population is one of the priority areas of state policy in the field of national security of the Russian Federation and is a set of coordinated measures and actions of civil defense forces and the forces of the unified state system for the prevention and response to emergency situations aimed at ensuring radiation, chemical and biological protection of the population under the risk of emergencies of a natural and man-made nature, as well as in case of dangers arising during military conflicts or as a result of these conflicts.
The Russian Federation, when ensuring radiation, chemical and biological protection of the population for the long term, proceeds from the need to constantly improve the system of radiation, chemical and biological protection of the population, as well as political, organizational, socio-economic, information, legal and other measures aimed at solving the following main objectives: (a) preventing and reducing the likelihood of risks of a radiation, chemical and biological nature; (b) identification and assessment of the radiation, chemical and biological situation both in the event of a risk and in the event of emergency situations of a radiation, chemical and biological nature; (c) direct protection of the population from damaging factors of radiation, chemical and biological nature both in peacetime and in wartime; and (d) liquidation of emergency situations of radiation, chemical and biological nature.
