Abstract
The present Federal Law is aimed at ensuring sanitary and epidemiological well-being of the population as one of the principal conditions for the realization of the right to favourable environment. Sanitary and epidemiological well-being of the population is such a state of human habitat that ensures the absence of negative environmental impact upon human being. Sanitary and epidemiological well-being of the population shall be ensured by means of state registration of potentially hazardous for human beings chemicals and biological substances, some produce, radioactive substances, domestic and industrial waste, and also products imported for the first time on the territory of the Russian Federation (art. 2). Citizens have the right of access to information regarding the state of environment, food quality and food safety (art. 8). Foodstuffs, food additives, alimentary raw materials, and materials and articles that maintain close contact therewith in the course of processing, storage, transportation and trade thereof must conform to sanitary requirements (art. 15). Potable water must be safe as regards its epidemiological and radiation criteria, by chemical composition and organoleptic qualities. Water supply of urban and rural population with potable water shall be considered a priority (art. 19). The Federal Law consists of 7 Sections composed of 60 articles.
