Federal Law No. 321-FZ amending Federal Law No. 33-FZ on protected areas and some other legislative acts of the Russian Federation.

Federal Law No. 33-FZ on protected areas shall be amended in relation to access of natural persons to protected areas in accordance with the modalities of access to such protected areas. In particular, natural persons not residing within the territory of protected areas shall be granted the right of access to protected areas for payment or free of charge. Land and natural resources located within the boundaries of protected areas (state nature reserves) shall pertain to the federal property and shall not be subject to alienation from federal ownership. Modification of specific purposeful use of land located within the boundaries of protected areas shall be prohibited. Organization of state nature reserves, and expansion of the territory thereof, shall be performed by decisions of the Government of the Russian Federation made on proposal by the authorized federal executive body. Stay of natural persons on the territory of national parks shall be authorized exclusively in the presence of permit issued by the federal state managing body of the national park, except for the officials of the national park, residents on the territory of national park and indigenous peoples. Natural and legal persons to whom land plots on the territory of national parks have been allotted on lease must perform annually arrangements for the prevention of damages to wild fauna and wild flora species complying with protection regime of national parks. Federal Law of the Russian Federation on Wildlife (No. 52-FZ of 1995) shall be amended to add the following wording: “Federal state supervision in the field of protection, reproduction and use of wild fauna species and their habitats in protected natural areas of federal significance, managed by state budgetary institutions, shall be performed by officials of these institutions, who are state inspectors in the field of environmental protection”. Federal Law No.150-FZ of 1996 on firearms (Article 12) shall be amended to add the following wording: “The right of purchase of hunting firearms shall be granted to the officials of state institutions entitled with the task of state supervision in the sphere of protection and management of protected areas”. Federal Law No. 209-FZ “On hunting and conservation of hunting resources” (Article 40) shall be amended to add the following wording: “Federal state hunting supervision on the territory of protected areas of federal significance shall be performed by federal state budgetary institutions entitled with the task of state supervision the officials of which are state inspectors in the field of environmental protection”.
