Federal Law No. 209-FZ “On hunting and conservation of hunting resources.”

This Federal Law regulates relations originating from hunting management. It shall not be applicable to wild animals kept in captivity. Hunting grounds shall be classified as follows: (a) vested hunting grounds managed by legal persons and individual entrepreneurs; and (b) hunting grounds of common access where natural persons are authorized to access freely for the purpose of hunting. Hunting grounds of common access shall amount to at least 20 percent of the total area of hunting grounds at the regional level. Hunting grounds shall be used for one or more types of hunting. Hunting rights shall originate form the date of issuance of hunting permit. Hunting resources shall include: (a) mammals, hoofed animals, bears and fir-bearing animals; and (b) birds. Some sea birds such as loom, cormorant, seagull etc. can be authorized for hunting in order to ensure traditional hunting rights of sparsely distributed indigenous peoples of the North, Siberia and Far East of the Russian Federation. Hunting shall be classified as follows: (a) commercial hunting; (b) artisanal and sport hunting; (c) hunting for educational and scientific research purposes; (d) hunting for the regulation of the number of hunting resources; (e) hunting for acclimatization, repopulation and hybridization purposes; (f) hunting for captive breeding purpose; and (g) traditional hunting. Hunter (except for foreign hunters temporary staying on the national territory) must be in possession of: (a) hunting permit; and (b) hunting weapons licence. In order to ensure conservation of hunting resources some restrictions can be imposed on hunting. Economic activity on the hunting grounds shall be regulated by hunting contracts. Use of hunting resources shall be charged in accordance with the tariffs set by this Federal Law and legislation of the Russian Federation on taxes and dues.
