Government Order No. 207-r validating the Strategy of spatial development of the Russian Federation for the period until 2025.

Strategy is a document of strategic planning, developed within the framework of goal setting on a territorial basis. The goal of the spatial development of the Russian Federation is to ensure sustainable and balanced spatial development of the Russian Federation, aimed at reducing interregional differences in the level and quality of life of the population, accelerating the rate of economic growth and technological development, as well as ensuring the national security of the country.
Priorities of spatial development of the Russian Federation until 2025 are: (a) rapid development of territories with a low level of socio-economic development with their own potential economic growth, as well as areas with low population density and the projected increase in economic potential; (b) development of promising centers of economic growth with an increase in their number and maximum dispersion across the territory of the Russian Federation; and (c) social development of population of low-density areas with insufficient own economic potential growth.
The principles of spatial development of the Russian Federation are: (a) ensuring territorial integrity, unity of the legal and economic space of the Russian Federation; (b) ensuring equal opportunities for the implementation of constitutional rights and freedoms of citizens of the Russian Federation throughout the Russian Federation; (c) a differentiated approach to the directions and measures of state support for the socio-economic development of territories, taking into account the demographic situation, features of the settlement system, the level and dynamics of economic development and specific natural conditions; (d) an integrated approach to the socio-economic development of territories; (e) promoting the development of interregional and intermunicipal cooperation; (f) taking into account the ethnocultural factor when ensuring the socio-economic development of the constituent entities of the Russian Federation; (g) ensuring guarantees of the rights of small indigenous peoples, including support for their economic, social and cultural development, protection of their original habitat and traditional environmental management and lifestyle; stimulating the reduction of negative consequences of man-made impact on the environment, especially in areas of traditional environmental management of indigenous peoples; (h) rational use of natural resources, preservation of natural and historical and cultural heritage, ensuring access to natural and cultural values; and (i) taking into account the interests and opinions of the population and business when planning the socio-economic development of territories.
