Abstract
Indigenous minorities live on the regional territory include small indigenous peoples of the North, Siberia and the Far East of the Russian Federation: Aleuts, Alyutors, Itelmens, Kamchadals, Koryaks, Chukchi, Evens, Eskimos. In total, these nationalities make up 4.9 percent of the population the entire population of the region. There are more than 60 non-profit organizations in the regional territory, on a national basis, including associations of small indigenous peoples of the North, Siberia and the Far East, as well as more than 300 tribal communities.
In places where small indigenous peoples live, the traditional type of economic activity is reindeer husbandry, which has a significant impact on providing employment to the population and forming a food base in the north of the region.
Main directions of sustainable development of small indigenous peoples living in the regional territory: (a) preservation of the original habitat and traditional environmental management, serving as the main source of income of small indigenous peoples; (b) progressive development, modernization and efficiency improvement traditional economic activities of indigenous peoples, strengthening the role of SMEs among indigenous representatives; (c) improving the quality of life of small indigenous peoples to average Russian level; (d) creating conditions for improving demographic indicators of small indigenous peoples, including reducing child mortality and increase in life expectancy to the Russian average level; (e) increasing access to educational services for small indigenous peoples, taking into account their ethnocultural characteristics; (f) promoting the development of communities and other forms of small indigenous peoples self-government; and (g) preservation of the cultural heritage of small indigenous peoples.
For the development of reindeer husbandry as a traditional type of economic activity, way of life and culture, and hunting activities of small indigenous peoples of the North, Siberia and the Far East of the Russian Federation, additional support measures will be provided aimed at preserving the traditional way of life of the small indigenous peoples and ensuring employment of the population.
