Federal Law No. 206-FZ “On plant quarantine”.

The scope of this Federal Law shall be to ensure plant protection and protection of the territory of the Russian Federation against introduction and spreading of pests, and prevention of damages caused thereby. This Federal Law states that in the sphere of plant protection shall be applicable international agreements of the Russian Federation, international standards on phytosanitary arrangements, regional standards, guidelines and (or) recommendations in the sphere of plant quarantine. If by an international agreement of the Russian Federation are stated other norms that those envisaged by this Federal Law than shall be applicable the provisions of the international agreement of the Russian Federation. The Government shall have the following plenary powers: (a) elaboration and implementation of unified state policy; and (b) appointment of the authorized federal state bodies in the sphere of plant quarantine. Authorized federal executive body in the sphere of supervision and control in the plant quarantine shall have the following plenary powers: (a) organization and performance of state quarantine phytosanitary control (supervision); (b) analysis of phytosanitary risks; (c) phytosanitary certification; (d) establishment of phytosanitary state of the national territory; (e) application of provisional restrictions on import to the Russian Federation of produce subject to quarantine inspection; (f) phytosanitary disinfection; and (g) licensing of activities phytosanitary disinfection. The authorized federal executive body in the sphere of supervision and control in the plant quarantine shall provide access to information related to plant quarantine.
