Abstract
The Government, for the purpose of carrying out common state policy in the field of licensing of some types of activity and ensuring protection of vital interests of individuals, society and state, decrees to validate the Regulation on licensing (attached) and the List of types of activity subject to licensing in accordance with the Annex 1. The Regulation determines the modalities of licensing in the Russian Federation. Some types of activity are carried out by enterprises, organizations and institutions irrespectively of organizational and legal form and by natural persons without formation of legal entity on the basis of licence – special permits issued by authorized institutions. Licence is an official document, which authorizes carrying out specified type of activity for the established period and determines conditions for its realization. Licence is issued separately for each type of activity. It is prohibited to transfer licence to another legal or natural person. The Ministry of Environmental Protection and Natural Resources is entitled to license activity regarding utilization, storage, transportation, distribution, burial and extermination of industrial and other waste (materials, substances), carrying out ecological documentation, certification and ecological audit as well as realization of the types of activity connected with environmental protection work. The Committee on Geology and Subsoil is entitled to license geological supervision and mapping, geophysical research of subsoil. The Federal Fisheries Committee is entitled to license industrial fisheries and fish farming. The State Inspection for Ensuring State Spirits Monopoly is entitled to license manufacturing, bottling, storage at the manufacturing enterprises and wholesale trade of ethyl alcohol manufactured from all types of raw materials, manufacturing, bottling, storage at the manufacturing enterprises and wholesale trade of spirits, wine and semi-finished products of the aforesaid commodities.
