Abstract
The purpose of this Decree is to set in order all kinds of activity pertaining to the sphere of organization of sport and artisanal fishing of precious fish species, catch of aquatic animals and harvest of aquatic plants. The Government decrees to validate the Statute regulating sport and artisanal fishing of precious fish species, catch of aquatic animals and harvest of aquatic plants that is supplemented. In accordance with the Ministerial Decree No. 1418 of 1994, all kinds of activity pertaining to the sphere of organization of sport and artisanal fishing of precious fish species, catch of aquatic animals and harvest of aquatic plants are licensed. The regional authorities are entitled to issue named (registered personal) licenses that establish the kind of activity, the expiring date and the conditions for its fulfilment.

Federal Fisheries Committee is entitled to draw up the list of the species liable to fishing, catch and harvest for every region of the Russian Federation. It is also responsible for the classification of the kinds on activity pertaining to the organisation of sport and artisanal fishing of precious fish species, catch of aquatic animals and harvest of aquatic plants.
