Abstract
The Strategy is a strategic planning document that defines the priorities, goals and objectives of public administration in the Chechen Republic for the long term, consistent with the priorities and goals of socio-economic development of the Russian Federation, North Caucasus Federal District, and also formulates measures and mechanisms for achieving them based on the effective use of potential, resources and competitive advantages of the Chechen Republic.
Accelerated economic development and the realization of entrepreneurial potential provides opportunities associated with the development of priority sectors based on the competitive advantages of the region (agribusiness and veterinary medicine, tourism, transport, IT sector), new growth points in social sectors (health care, education), and the disclosure of the entrepreneurial potential of the Chechen people (new enterprises, new business models, high product turnover), quality jobs.
The Strategy envisages the following priorities: (a) increasing incomes of the population, developing the labor market, ensuring employment; (b) development of the healthcare system, including combating the spread of antimicrobial resistance; (c) environmental protection and ensuring environmental safety, rational nature management, transition to sustainable development; (d) development of the agro-industrial sector; (e) promotion of tourism; (f) promotion of entrepreneurship, including SMEs; and (g) development of scientific and innovation spheres.
Agro-industrial complex (priority industry sector) shall promote the development of consumer and production cooperation, increasing exports of agricultural commodities, ensuring quality and safety of foodstuffs.
In the field of stockbreeding (horse breeding, poultry farming, beekeeping) and crop production, in order to produce high-quality agricultural commodities, it is necessary, first of all, to have a veterinary base that ensures a stable, safe epizootic situation on the regional territory and the protection of the population from diseases, including those common to humans and animals.
