Regional Decree No. 764-pp validating Regional State Program “Development of the regional agriculture.”

The goal of the Regional State Program is ensuring food security of the region in accordance with the Food Security Doctrine of the Russian Federation, import substitution in relation to meat (pork, poultry, cattle), milk, eggs, closed and open ground vegetables, potatoes.
Objectives of the Regional State Program: (a) stimulating the growth of production of main types of agricultural commodities and food production, aimed at import substitution; (b) creation of a system to support farmers and develop rural cooperation; (c) development of reindeer husbandry - a traditional socially significant sector of indigenous peoples of the North; (d) development of agricultural cooperation; (e) comprehensive development of rural areas of the region; (f) improving legal regulation of the trade sector to eliminate unnecessary administrative barriers; (g) assistance to livestock farms of all forms of ownership in the recovery of dairy cattle from bovine leukemia; (h) carrying out anti-epizootic measures against infectious animal diseases; and (i) ensuring the effective activities of government bodies in the field of agricultural development and regulation of markets for agricultural commodities, raw materials and food.
Target indicators of the Regional State Program: (a) index of agricultural production in farms of all categories (in comparable prices); (b) index of crop production in farms of all categories (in comparable prices); (c) index of livestock production in farms of all categories (in comparable prices); (d) food production index (in comparable prices); (e) beverage production index (in comparable prices); (f) labor productivity index compared to the previous year; (g) number of highly productive jobs; (h) disposable resources of households (on average per 1 household member per month) in rural areas; (i) profitability of agricultural organizations (including subsidies); and (j) average monthly nominal wage in agriculture (excluding small businesses).
Expected results of the implementation of the Regional State Program: (a) the index of agricultural production in farms of all categories (in comparable prices) is not lower than 100.5% compared to the previous year; (b) index of crop production in farms of all categories (in comparable prices) is not lower than 100.3% compared to the previous year; (c) the index of livestock production in farms of all categories (in comparable prices) is not lower than 101.0% compared to the previous year; (d) food production index (in comparable prices) not lower than 100.2% compared to the previous year; (e) beverage production index (in comparable prices) not lower than 100.1% compared to the previous year; (f) labor productivity index compared to the previous year is not lower than 93.6%; (g) increase in the number of high-performance jobs to 5 units. annually; (h) increasing the disposable resources of households in rural areas to 27,300 rubles by 2025; (i) increasing the profitability of agricultural organizations to 0.9% by 2025; and (j) increase in the average monthly nominal wage in agriculture to 32,638 rubles by 2025.
