Governmental Decree No. 314 validating the state program of the Russian Federation “Development of the fisheries industry”.

State program of the Russian Federation “Development of the fisheries industry” is a sectoral policy document containing the following sub-programs: (a) “Organization of fisheries”; (b) “Development of aquaculture”; (c) “Science and innovation”; (d) “Protection and control”; (e) “Modernization and stimulation”; (f) “Implementation of state program”; (g) “Improvement of efficiency of use and development of resource potential of fishery complex”; and (h) “Development of sturgeon economy”. The scope of the state program shall be to ensure the transition from the export-raw-material type to the innovative type of development on the basis of conservation, reproduction, rational use of aquatic biological resources, introduction of new technologies, development of import-substituting sub-sectors, ensuring the relative share of domestic fish products on internal market and ensuring competitiveness of the Russian fish products on domestic and foreign markets.
The objectives of state program shall be as follows: (a) creation of conditions for increasing the efficiency of extraction (catch) of aquatic biological resources, also by ensuring interests of the Russian Federation in the field of fisheries at the international level; (b) restoration and preservation of the fishery resource base, including through artificial reproduction of aquatic biological resources and stimulation of aquaculture development; (c) expansion of scientific research and development, including ecosystem research, development of scientific and technical potential of the fisheries sector; (d) creation of conditions for ensuring legal and safe fisheries (catch) of aquatic biological resources; (e) stimulation of the modernization of the main production assets in the fishery sector; (f) infrastructure support for the innovative development of the fisheries sector; and (g) restoration and preservation of the stock of sturgeon fish species.
Targets and indicators of state program shall be as follows: (a) dynamics of the volume of fisheries (catch) of aquatic biological resources (with respect to the indicators of the base period), percentage; (b) dynamics of release of aquatic biological resources into fishery waterbodies in accordance with the approved government contract (with respect to the indicators of the base period), percentage; (c) increase in commercial aquaculture production, including stocking material (relative to the base period), percentage; (d) coverage of inland waters of the Russian Federation by state control (supervision) measures to detect and prevent violations of the legislation of the Russian Federation in the field of fisheries and conservation of aquatic biological resources (annual indicator), percentage; (e) share of domestic fish production (annual value) in the total volume of its commodity resources (taking into account transitory stocks) of the domestic market of fish products, percentage; (f) volume of produced fish and fish products, processed and canned (annual value), thousand tons; (g) consumption of fish and fish products in households of the Russian Federation (according to the data of a sample survey of household budgets, on average per consumer per year), kilograms; (h) quantity of highly productive jobs by type of activity "Fisheries, fishfarming", thousand units; (i) volume of exports of fish products with a high degree of processing (annual value), tons; and (j) investments in fixed assets by type of economic activity "Fisheries, fishfarming" (except for small business entities), thousand rubles.
Expected results from the implementation of state program shall be as follows: (a) the most complete absorption of quotas and recommended volumes of fisheries (catch) of aquatic biological resources allocated for Russian legal entities and individual entrepreneurs in the exclusive economic zone and continental shelf, in internal waters, including inland sea waters, in the territorial sea, in the areas of international agreements (zones of foreign states and conventional areas); (b) ensuring access to aquatic biological resources for legal entities and individual entrepreneurs performing fisheries by ensuring access to aquatic biological resources, the total allowable catch of which is not established, on the declarative principle; (c) ensuring priority access to aquatic biological resources for the indigenous peoples of the North, Siberia and the Far East and the exercise of their legitimate rights to preserve their original way of life; and (d) improvement of state regulation of artisanal fishing.
Responsible institutions for the implementation of State program of the Russian Federation “Development of the fisheries industry” shall be the Ministry of Agriculture and the Federal Fisheries Agency of the Russian Federation.
