Abstract
State Program of the Chechen Republic “Development of agriculture and regulation of markets for agricultural products, raw materials and food” defines the goals, objectives and the main directions of development and regulation of agro-industrial complex, financial support and mechanisms for implementing activities and their performance indicators. The State Program envisages comprehensive development of all industries and sub-sectors, as well as areas of activity of agro-industrial complex.
The first level of priorities includes: (a) in the field of production - vegetable growing, fruit growing, viticulture as ensuring the sustainability of the agro-industrial complex as a whole and to a significant extent the regional economy and import substitution; (b) cattle breeding (production of milk and meat) as a system-forming a sub-sector that uses significant areas of agricultural land; (c) in the economic sphere - increasing incomes of agricultural commodity producers as a condition for the transition to an innovation model of development of the agro-industrial complex; and (d) in the institutional sphere - development of cooperation, integration connections in the agro-industrial complex and the formation of product complexes, territorial clusters.
The second level of priorities includes: (a) development of the grain complex; (b) development of the beet sugar complex; (c) providing livestock with plant feed protein; (c) ensuring environmental safety of agricultural commodities and foodstuffs; and (d) increasing the export of agricultural commodities, raw materials and food supplies as they saturate the domestic market of the region.
The main goals of the State Program are: (a) increasing the competitiveness of agricultural commodities, produced by the regional agricultural producers, on domestic and foreign markets; (b) increasing the financial stability of agricultural enterprises; (c) reproduction and increase in efficiency of use in agriculture of land and other resources, as well as increase of green production; (d) increasing the volume of exports of agricultural commodities; (e) increase in the number of newly involved in small and medium-sized entrepreneurship in agriculture; and (f) maintaining the share of the rural population in the total population of the Russian Federation.
