Abstract
State Program “Development of the regional agro-industrial and fishery complexes” defines the goals, objectives and main directions for the development of agro-industrial and fishery complexes, financial support and mechanisms for the implementation of measures and indicators of their effectiveness. The state program provides for the comprehensive development of all areas of activity of the agro-industrial and fishery complexes, the development of rural areas, and increasing the efficiency of use of land and water biological resources.
The agro-industrial and fishery complexes in the regional economy have multi-purpose significance, influence the regional agri-food market, and form the economic, labor and settlement potential of rural areas. In order to solve the problems of import substitution, the aquaculture development plan provides for a set of measures, including the creation of regional selection and breeding centers for fishfarming and enterprises for the production of fish feed. All aquaculture enterprises operating in the region are covered by ichthyopathological studies, which ensures continuous monitoring of the safety status of aquaculture.
By the end of the implementation period of the state program (2030), the following goals are projected to be achieved: goal 1 “to achieve the value of the agricultural production index (in comparable prices) in 2030 in the amount of 106.5 percent of the 2020 level”; goal 2 “to achieve a food production index value (in comparable prices) in 2030 in the amount of 107.5 percent of the 2020 level”; goal 3 “to achieve the level of average monthly accrued wages of agricultural workers (excluding small businesses) in 2030 in the amount of 60,400 rubles”; goal 4 “increasing the share of agricultural land in total land area in 2030 to 88 percent”; goal 5 “increase in the volume of production and cultivation of aquatic biological resources in 2030 by 9.3 percent compared to 2022”; goal 6 “to achieve the level of participation of municipal districts, municipal districts, urban districts in the Republic of Karelia in the implementation of measures for the development of rural areas in 2030 to 50 percent”; goal 7 “preservation of epizootic welfare in the territory of the Republic of Karelia at the level of 100 percent.”
