Abstract
This Act makes provision for the establishment of provinces and provides for the definition of the tasks and functions of provinces, the transfer of functions, finance, etc.
A Provincial Assembly shall exercise as regards the province, the functions specified in Schedules 3 and 4. Functions assigned to provinces regard the sectors of animal husbandry, management of agricultural land, grants, loans and subsidies in respect of agricultural production, protection, improvement and maintenance of freshwater and reef fisheries. Statutory functions that may be transferred to provinces concern, amongst others, functions defined by the Land and Titles Act, the River Waters Act, the Forest Resources and Timber Utilisation Act, the Commodities Export Marketing Authority and the Trespass and Branding Act.

An Act to repeal the Provincial Government Act, 1996; to re-enact the Provincial Government Act, 1981, with all amendments made thereto until the date of its repeal, together with modifications and transitional provisions necessary in consequence of the repeal of the 1996 Act; and to provide for other purposes connected therewith or incidental thereto.
