Abstract
This Act lays down general rules for the control and the placing on the market in Sweden of feed for animals. The purpose of this Act is to ensure a high level of protection for animal and human health concerning feed and by-products of animal origin. It applies to all stages from primary production of feed to the placing on the market or feeding of animals. It also applies to dealings with animal by-products and products derived therefrom. The Act complements EU regulations that have the same purpose as the law and fall within the scope of the law
The terms "animal by-products and products derived therefrom" and "placing on the market of these products" refer to the same as in Regulation (EC) No 1069/2009 of the European Parliament and of the Council of 21 October 2009.
The Act assigns duties of public control to specified authorities and grants regulation-making to the Government or an authority to be indicated by the Government. It contains specific rules on the use of animals and wild animals as feed; the prohibition against releasing feed onto the market; regulations and decisions regarding feed as well as laboratories for feed analysis; regulations and decisions regarding animal by-products; official control; reporting system for violations; offences and penalties; etc.
